Harland Energy Company is owner operated by a seasoned energy professional with 20+ years of experience in the energy business. During his tenure in the power industry Mr De Lairre played a lead role in the development and $446 million 100% non-recourse financing of the first independent power project (IPP) in the United States, Ocean State Power I and II, a 500 mw gas fired combined cycle power plant in Burrillville, Rhode Island. He was a leading member of the consortium that won the first IPP power tender in Colombia, South America, Las Flores, a 150 mw gas fired combined cycle facility, followed by the
Termopaipa power station, a 150 MW block of an existing coal facility. He negotiated a power sales and fuel supply agreement with Hungary's largest utilities MVM rt, and MOL rt a first joint venture between the two entities in Hungary following the collapse of the Soviet Union. Other highlights include acquisition and construction of a 293 MW Power Barge in Lagos, Nigeria, putting an end to daily 12 hour rolling blackouts, and the acquisition and upgrade of thermal facilities in the Czech Republic and East Germany. In the US, Mr Delairre has overseen development of large natural gas pipelines, and taken part in the acquisition and development of several large scale solar facilities in the Western Public Service System (WPSS) and PJM, and provided project management services aimed at upgrading 1950's installed high voltage pipe-type cable, 115 kV and 345 kV, to Cross Linked Polyethylene (XLPE) cable high voltage power lines.

The current focus of Harland Energy Company is value creation by utilizing undervalued real estate parcels for solar energy fields, either on a distributed generation basis, or wholesale sales to the host utility. We have done feasibility and due diligence on open field, rooftop, and parking shelter tops. In addition, we have evaluated contaminated soil sites and landfill locations. Whatever your particular real estate characteristics, we can assess whether solar is an option for you.
